Publishing Ethics
Cultural Arts Research and Development is committed to maintaining the highest standards of ethical behavior in scholarly publishing and ensuring the integrity of the academic record. The journal adheres to internationally recognized ethical standards and guidelines, including those provided by the Committee on Publication Ethics (COPE) and the International Committee of Medical Journal Editors (ICMJE). Where applicable, research involving human participants or animals should comply with recognized ethical principles such as the Declaration of Helsinki and the ARRIVE Guidelines.
This policy applies to all participants in the publication process, including authors, reviewers, editors, and the publisher. The journal expects all parties to uphold these ethical standards to ensure transparency, accountability, and integrity in academic publishing.
Ethical Responsibilities of Authors
Authors are expected to uphold the following principles:
- Originality – Authors must submit original work that has not been published previously and is not under consideration elsewhere. All sources and contributions of others must be properly cited.
- Accuracy and Integrity – Authors must present their research data and results honestly and accurately. Fabrication, falsification, or manipulation of data is unacceptable.
- Disclosure – Authors should disclose all sources of funding, potential conflicts of interest, prior dissemination such as preprints, and any use of AI-assisted tools in the preparation of the manuscript.
- Authorship – All individuals listed as authors must have made significant contributions to the research and manuscript preparation. All authors must approve the final version of the manuscript before submission and agree to be accountable for the integrity of the work. Authorship should follow the recommendations of the International Committee of Medical Journal Editors (ICMJE). Individuals who contributed to the work but do not meet the criteria for authorship should be acknowledged appropriately.
- Ethical Compliance – Research involving human participants, animals, or sensitive materials must comply with relevant institutional and national ethical standards and obtain appropriate ethical approval when required.
Ethical Responsibilities of Reviewers
Reviewers play a critical role in maintaining the quality and integrity of the journal. Reviewers are expected to:
- Confidentiality – Treat all manuscripts received for review as confidential documents and not disclose or use information from them before publication.
- Objectivity – Provide constructive, objective, and unbiased evaluations based on the academic merit of the manuscript.
- Conflict of Interest – Decline to review manuscripts where there is a potential conflict of interest, including personal, professional, or financial relationships with the authors.
- Ethical Reporting – Inform the editors if they identify potential ethical issues such as plagiarism, duplicate publication, or data irregularities.
Ethical Responsibilities of Editors
Editors are responsible for ensuring a fair and transparent editorial process. Editors should:
- Editorial Independence – Make decisions based solely on the academic quality, originality, and relevance of the manuscript.
- Confidentiality – Maintain the confidentiality of submitted manuscripts and related communications.
- Conflict of Interest – Recuse themselves from handling manuscripts in which they have personal, professional, or financial conflicts of interest.
- Integrity of the Review Process – Ensure that the peer review process is conducted fairly, objectively, and without bias.
Publication Misconduct
The journal takes allegations of publication misconduct seriously. Examples of misconduct include:
- Plagiarism – Using another person’s ideas, text, or data without proper attribution.
- Data Fabrication or Falsification – Manipulating or inventing research data or results.
- Redundant or Duplicate Publication – Submitting the same or substantially similar work to multiple journals.
- Authorship Misconduct – Listing individuals who did not contribute significantly or excluding contributors who deserve authorship.
If misconduct is suspected, the journal will investigate the case in accordance with COPE guidelines. Depending on the severity of the issue, appropriate actions may include correction, retraction, or notification to the authors’ institutions.
Transparency and Open Access Ethics
All peer review decisions are documented in the submission system to ensure transparency.
The journal encourages ethical use of AI tools in manuscript preparation, requiring authors to disclose any AI-assisted content. AI-generated content cannot be listed as authorship.
Open access articles are published under the CC BY 4.0 license, promoting broad dissemination while maintaining author attribution.
Appeals and Complaints
The journal is committed to ensuring a fair, transparent, and accountable editorial and publishing process. Authors, reviewers, and readers who wish to raise concerns regarding editorial decisions, the peer review process, or potential breaches of publication ethics may submit an appeal or complaint to the Editorial Office.
Appeals and complaints should be sent to contact@bilpub.com and must include detailed information about the manuscript or article concerned, as well as a clear description of the issue and any supporting evidence.
All appeals and complaints will be handled in accordance with the guidelines of the Committee on Publication Ethics (COPE). Upon receipt of a complaint or appeal, the Editorial Office will conduct an initial assessment and may establish an investigation team when necessary. The case will be evaluated objectively, and a decision will be made based on the available evidence.
The complainant will be informed of the outcome of the investigation. If the complainant is not satisfied with the decision, they may submit a further appeal within 14 days of receiving the decision. However, editorial decisions on manuscript acceptance or rejection are final unless there is evidence of procedural error or ethical concerns.
